Joshua D. Goldberg is Health Policy & Legislative Analyst with the NAIC in Washington, DC, representing the nation’s state insurance regulators before Congress and federal regulators. He has been with the NAIC since February 2006 and provided nonpartisan technical assistance to Congress during the health reform debate. Since adoption of the law, he has been helping to coordinate implementation of the law at the state level and providing assistance to federal regulators as they develop the rules to implement the legislation federally. Prior to joining the NAIC, he worked on state health policy issues at America’s Health Insurance Plans and served as Congressional leadership aide. Mr. Goldberg holds a BA from St. John’s College in Santa Fe, New Mexico.
