Redistricting and polarization in 2017

Tracy Osborn, director of the Politics and Policy Research Program, and Jonathan Winburn from the University of Mississippi talk to KGAN's Iowa In Focus Host Kevin Barry about how redistricting has been around for centuries, but was used to an extreme never seen before around 2010. Osborn and Winburn both participated in the PPC event, "Is Redistricting Polarizing America?" on Feb. 15. 2017.
