This research area looks primarily at the effects of educational policies on school spending and student outcomes. Examples of policies under investigation include a constitutional amendment to repeal property tax levy limits imposed on school districts, enactment of budget referendums as a replacement for representative democracy, authority bestowed on school districts to levy local income taxes, military base closures, and state education aid reform.
