Phuong Nguyen-Hoang recently had an article, "Is Tax Increment Financing a Fiscal Bane or Boon?" published in the Journal of Planning Education and Research. The article examines tax increment financing (TIF) as an economic development financing tool, and its effect on property value in school districts. Using 18 years of district-level data, the study found that TIF was most likely a boon for school districts, and also provides implications for TIF use in Iowa and elsewhere.
