Iowa Family Planning Demonstration Evaluation Final Report: February 2006-June 2017

The State of Iowa ended the 1115 Family Planning Demonstration effective June 30, 2017. The waiver provided family planning services to men and women 12–54 years of age with income not exceeding 300% of the Federal poverty level (FPL) for the family size.

Over the life of the program our evaluation estimated that over the 10 years of the program over 20,000 births were averted resulting in over $280 M in avoided costs. These savings reflect avoided deliveries, prenatal care and newborn health care. At the height of the program nearly 25,000 women and 600 men were provided with family planning services.
